Gabriel F. V. Warren is a seasoned administrative and healthcare regulatory attorney with more than 15 years of experience advising executives, boards, and management teams in highly regulated industries. He concentrates his practice on administrative law, healthcare regulation, and complex civil litigation, with a particular emphasis on representing healthcare facilities and providers throughout Florida.



Mr. Warren has served as a strategic advisor to hospitals, nursing homes, assisted living facilities, home health agencies, hospices, clinics, and other healthcare stakeholders navigating intricate state and federal regulatory frameworks. His work spans licensure, certificate of need proceedings, reimbursement disputes, compliance counseling, transactional structuring, and high-stakes administrative litigation. He regularly guides clients through matters involving Medicare and Medicaid reimbursement, the Stark Law, the Anti-Kickback Statute, HIPAA, and the Baker Act, among other regulatory regimes.

A substantial portion of Mr. Warren’s practice involves representing healthcare providers before state agencies and in administrative and civil litigation. He has handled licensure disputes, disciplinary actions, certificate of need challenges, and reimbursement controversies, conducting extensive discovery, drafting dispositive motions, and preparing appellate briefs. Known for his ability to integrate legal, operational, and political considerations, he helps clients manage risk while advancing broader organizational objectives.

In addition to regulatory and litigation matters, Mr. Warren advises healthcare companies and private equity stakeholders on transactional issues, including mergers, acquisitions, joint ventures, and related contractual arrangements. He drafts and negotiates complex healthcare agreements designed to align with federal and state regulatory requirements while mitigating business risk.

Mr. Warren also brings experience in legislative and executive strategy. He has worked directly with legislators, executive officials, and industry stakeholders to advance client objectives, analyze proposed legislation, and assist in drafting statutory language affecting regulated industries. This background allows him to provide clients with insight into not only how the law is enforced, but how it is shaped.

Mr. Warren earned his Juris Doctor from Vanderbilt University Law School, where he was a Dean’s Scholar and participated in Moot Court, Mock Trial, and the Legal Aid Society. He received his Bachelor of Arts in History from Duke

University, with a minor in Political Science. During law school, he interned for the Honorable Eugene E. Siler, Jr., of the U.S. Court of Appeals for the Sixth Circuit and the U.S. Attorney’s Office for the Western District of North Carolina.

He is admitted to practice in Florida and is a member of The Florida Bar.
